## Summary

The Royal Berkshire Fire Authority is in the planning stage of a procurement process for the provision of a Lone Worker Application and related services. The project entails a comprehensive 24/7/365 monitored solution that ensures the safety of lone workers through mobile applications or standalone devices. This procurement falls under the services category and includes alarm-monitoring services, with an expected contract period starting on 1 December 2026 and ending on 30 November 2029, with potential for renewal until 30 November 2031. To facilitate supplier involvement, market engagement sessions have been scheduled for 20 May and 26 May 2026, with expressions of interest due by 13 May 2026. These sessions will be held in Reading, UK, and will offer insights into the procurement timeline and technical requirements.

This tender provides promising growth opportunities for businesses that specialise in security solutions, mobile application development, and alarm-monitoring services. SMEs are encouraged to participate, especially those capable of delivering reliable, discrete, and intuitive solutions with minimal training requirements. Given the scope, businesses experienced in managing Alarm Receiving Centres (ARC) can leverage this opportunity to expand their operations or break into new markets. The requirement for GDPR compliance and high-level police response capabilities opens the door for companies focusing on cutting-edge security measures and data protection services to showcase their expertise.

## Notice

Royal Berkshire Fire Authority has a requirement for the provision of a 3rd party 24/7/365 monitored lone worker solution which could be either a mobile phone application, a stand-alone device, or a combination of the two, that allow alarms to be raised either discreetly or overtly and appropriate intervention, escalation to be made as required, in order to minimise any risks that working alone involves. The solution should be discrete, reliable and robust, simple and intuitive to use with minimum training. Alarm Receiving Company (ARC): The solution requires the provision of an ARC that monitors lone workers 24/7/365. The ARC can escalate an alarm received from a user to the highest Police response levels, where this is appropriate via Lone Worker Unique Reference Numbers (URNs). All incidents must be recorded and in line with GDPR requirements. The ARC must disclose network outages and the root cause of outages in a timely fashion.
