## Summary

This procurement process is overseen by HealthTrust Europe LLP (HTE), in collaboration with Hertfordshire Partnership University NHS Foundation Trust, focusing on the establishment of a framework agreement for acute inpatient services within the psychiatric hospital services industry. It is located in Hertfordshire, United Kingdom. The service packages, or lots, aim to provide necessary adult acute mental health beds, facilitating patient care close to home. The framework will initially last for 36 months with the possibility of a 12-month extension. Key deadlines include the tender submission by 11 June 2026, with the contract period commencing on 1 October 2026. The procurement method follows an open procedure, allowing electronic submissions through the Bravo Solutions Portal.

This tender presents significant opportunities for independent sector providers (ISPs) with capabilities in adult acute mental health services. Businesses specialising in psychiatric care and rehabilitation services are well-positioned to compete, particularly those with a focus on quality innovation, social value, and price competitiveness—criteria that heavily influence award decisions. SMEs in the health sector could find growth opportunities through the supply of lots requiring a minimum of two providers collectively. Moreover, Lot 5 offers the flexibility of spot purchasing, fostering additional business prospects for ad hoc requirements beyond block purchases, thus catering to providers seeking varied engagement within public health service commitments.

## Notice

Hertfordshire Partnership University NHS Foundation Trust intends to establish a framework agreement for the supply for Acute Inpatient Services whereby Independent Sector Providers (ISP) provide "appropriate" adult acute mental health beds, enabling care to be delivered as close to home for males and females The intention is to enter into a Framework for an initial period of 36 months with an options to extend for 1 x 12 month periods. The Services have been divided into the following packages (Lots): Lot 1 - Block of 10 Beds for Patients 50+ years Lot 2 - Block of 8 Beds for Patients 50+ years Lot 3 - Block of 10 Beds for Patients 18+ years Lot 4 - Block of 10 Beds for Patients 18+ years Lot 5 - Spot Purchase of Beds for Ad Hoc requirements HTE intends to a single provider to Lots 1, 2, 3 and 4. Whereas Lot 5 will be unrestricted in the number of providers appointed. HTE intends to appoint a minimum of two (2) suppliers across Lots 1 to 4 collectively. Award decisions will therefore apply award rules that may result in a supplier not being awarded a lot for which they are otherwise the highest-scoring bidder, where this is necessary to meet the minimum supplier requirement
