## Summary

The LHC Procurement Group for the Welsh Procurement Alliance is managing the tender process for the "Housing, Regeneration and Demolition (H3) Framework", an active procurement opportunity across the United Kingdom. This framework aims to establish a multi-supplier agreement covering housing, regeneration, demolition, remediation, and enabling works. Bidders can submit tenders within various Lots, including the delivery of retrofit and estate regeneration, remediation and enabling works, and defence housing and enabling works, particularly within the Wales region. The open procedure is regulated under legal provisions outlined in the Procurement Act 2023, with submissions being accepted electronically. Interested suppliers should note critical deadlines, including the enquiry period ending on 3rd June 2026 and the tender period concluding on 17th June 2026, with contracts anticipated to commence from 1st November 2026 until potentially 31st October 2031.

This tender presents substantial growth opportunities for businesses involved in construction and site preparation, and those capable of delivering comprehensive services under stringent security and regulatory requirements. The framework promises a robust platform for companies, particularly SMEs, to engage as Principal Contractors, with substantial design responsibilities across diverse projects. Businesses specializing in remediation, enabling works, and refurbishment within secure environments, including defence projects, may find significant opportunities to establish long-term partnerships, benefiting from potential a one-year contract renewal option. Eligible service providers can leverage their technical expertise and demonstrate capability in compliance and sustainability, thereby enhancing their market presence through participation in competitive bidding processes associated with this expansive framework agreement.
