## Summary

Chesterfield Borough Council initiated a procurement process for a contract titled "Scheme access controls and Fire safety" under the services industry category. The process began with an open procedure aimed at enhancing fire safety and electronic security across various sites in Chesterfield, United Kingdom. The initial tender period concluded on 27th May 2026, with an intended contract award by 10th June 2026. Despite reaching the tender stage, as of 3rd June 2026, the process was terminated. The council plans to reevaluate and re-tender the requirements following a review of the tender documentation and responses to clarification questions. This decision was made as the existing documentation was deemed insufficient for a viable procurement.

This procurement offered significant opportunities for businesses specialising in security and fire safety systems. Companies capable of providing design, installation, maintenance, and upgrade services for fire alarms, CCTV, and access control systems, especially those compliant with local regulations and requirements, were well-suited to apply. The project's scope, with an estimated contract value of £468,000, included provisions for small and medium-sized enterprises (SMEs), emphasising quality and social value alongside competitive pricing. Upon re-tendering, businesses focused on innovative solutions to integrate security and life safety systems could leverage this opportunity to secure growth and establish a partnership with a public authority in the UK.

## Notice

The scope of Active Fire Safety includes the weekly life safety testing procedures required within Independent Living Schemes (ILS), undertaken in accordance with the established Alarm Monitoring Centre (ARC) pre and post notification protocol. The scope of Electronic Security and Associated Systems includes the provision of door entry and access control systems, closed circuit television (CCTV), television aerial and satellite systems (IRS/SMATV), and automatic doors and mechanical door components. The Contractor will deliver installation and upgrade works, commissioning, planned preventative maintenance, and responsive/reactive repairs to maintain building security and resident confidence.
