## Summary

The NHS Central East Integrated Care Board intends to award a contract for specialist palliative care services within Cambridgeshire and Peterborough, under the Provider Selection Regime, and subject to the Health Care Services (Provider Selection Regime) Regulations 2023. The process involves a direct award procedure to an existing provider, Arthur Rank Hospice Charity, without prior publication of a call for competition. Key dates include the start of the contract on 1st April 2026, running through to 31st March 2028, with the standstill period allowing representations from providers until 13th May 2026. The indicative annual contract value is £14,192,000, subject to final approvals, and may be influenced by anticipated Integrated Care Board structural changes led by NHS England. The procurement category is health services, specifically targeted at the delivery of specialist palliative care.

This contract presents significant opportunities for businesses specialising in health services, particularly those with expertise in palliative care. The direct award method favours organisations that have established a reputation for quality service in the region. The establishment order adjustments led by NHS England could open further avenues for expansion and consolidation for businesses in this sector, particularly given the potential changes to the ICB boundaries. Large-scale health service providers with a track record in delivering such services are well-positioned to benefit and should leverage their experience to ensure a competitive edge in the system changes planned around the Integrated Care Board structures.
