## Summary

Worcestershire County Council is conducting preliminary market engagement for the "Worcestershire Integrated Community Equipment Service," under the planning stage of the procurement process. This initiative falls within the category of health and social work services with related aspects of storage, warehousing, and non-residential property services. The contract is anticipated to run from January 2027 to December 2032. The market engagement focuses on understanding current community equipment service models, especially those involving property and premises arrangements. Established service providers have been invited to submit their views by 14th May 2026, offering insights into premises preferences and responsibilities. The procurement process is initiated as a tender, seeking to refine the service specification through stakeholder feedback.

This process presents significant opportunities for businesses specialising in community equipment services and property management within the health and social care sector. Providers with capabilities in offering storage, leasing, or renting non-residential properties, and those experienced in the lifecycle management of community equipment, are well-suited to compete. Participating in this engagement allows businesses to influence service specifications and positioning for future tenders, potentially fostering partnerships and growth in the public sector service delivery. Engaging with the council now can lay the groundwork for securing long-term contracts and expanding service portfolios, particularly within Worcestershire.

### Planning Information

The Local Authority is undertaking an initial market engagement exercise to develop a clearer understanding of the Community Equipment Service (CES) delivery models currently operating across the market, with a particular focus on property and premises arrangements. Further market engagement activity will be undertaken at a later stage. As part of this exercise, we would welcome views from established CES providers on the following areas:
-The availability and suitability of provider-owned premises that allow for the delivery of all responsible services outlined above.
-Models where the local authority owns or leases premises that are occupied by the provider
-Approaches to property maintenance and repair responsibilities
-Provider preferences, including associated risks, benefits, and practical considerations
Please answer the questionnaire by 4pm on Thursday 14th May 2026. All responses will be treated as confidential and not shared with other organisations, however, the final specification and tender model may be influenced by this and other stakeholders.
This engagement is focused on property and premises considerations only. The Authority expects to undertake further market engagement in the near future covering broader aspects of Community Equipment Service delivery.
