## Summary

Leicestershire County Council is in the planning stage of a procurement process for a project titled "Third Party Patch Management". The council intends to enhance its software management capabilities by adopting a third-party patch management software solution that complements Microsoft Intune and Configuration Manager, thereby improving operational efficiency. This project falls under the "Software package and information systems" category, and its scope will involve goods procurement within the UKF2 region, specifically in Leicester. Interested parties are invited to engage in the preliminary market engagement (PME) process by completing a short questionnaire available via the Council's e-tender portal, with submissions due by 22 May 2026. The contract is scheduled to commence on 1 October 2026 and conclude by 30 September 2029.

This procurement opportunity presents significant growth potential for businesses specialising in software solutions and IT services, particularly those offering patch management tools that can seamlessly integrate with existing Microsoft systems. Small and medium-sized enterprises (SMEs), as well as voluntary, community, and social enterprises (VCSEs), are eligible to participate. Companies with robust solutions tailored to manage third-party software updates and patch deployment will find this tender aligns well with their capabilities, offering a platform to showcase their innovation and efficiency in public sector collaborations.

## Notice

The Council would like to consult the market through this PME prior to a tender potentially being issued over the next 6 months or so, regarding Third Party Patch Management. While Microsoft tools effectively manage Windows and Office updates, third-party applications normally require a separate management capability to ensure they are kept up-to-date. For some applications we use a third-party tool to automate the rollout of patches. This does not cover all applications so for some we manually download and apply the patches to the estate which can be time consuming and has operational overhead. This tool also does not cover server patching. The Council are seeking a third-party Patch Management software solution that integrates with Intune and works alongside Microsoft Configuration Manager to improve operational efficiency.

### Planning Information

Engagement will take the form of the completion of a short questionnaire.
