## Summary

Liverpool City Council is in the planning stage for a procurement process aimed at establishing a Pre-habilitation Service for Drugs and Alcohol. This initiative falls under the category of health and social work services and seeks to provide supported housing with round-the-clock assistance for individuals transitioning towards rehabilitation. The procurement process is taking place in Liverpool, specifically within the UKD72 region, with a market engagement event scheduled on 11th May 2026, via Microsoft Teams. Interested providers need to express their interest by a specified deadline in May 2026. The service aims to start operations by 4th January 2027 and continue through March 2029, with an option for renewal, and the procurement is valued at approximately £750,000 to £900,000 GBP.

This procurement presents significant opportunities for businesses in the health and social work sectors, particularly those capable of providing comprehensive support services in recovery settings. Small and Medium Enterprises (SMEs) and Voluntary, Community, and Social Enterprises (VCSEs) are encouraged to participate, given the emphasis on sourcing suitable facilities for service delivery. The contract potential not only supports community well-being but also allows businesses with expertise in housing management and substance use recovery to expand their operations and project portfolio. The Housing Support Grant, part of the Drug and Alcohol Treatment and Recovery Improvement Grant, funds this procurement, ensuring that successful bidders will be part of a government-backed initiative.
