## Summary

NHS England is currently in the tender stage of the contracting process for the provision of NHS Youth Forum Services, with the procurement aimed at engaging a delivery partner to manage and deliver the NHS Youth Forum. This involves facilitating engagement with children and young people (CYP) to influence health service design and policy. Located in London, NHS England invites submissions from interested suppliers by 6th July 2026. The procurement method is an open procedure, with documentation and submissions required via the Atamis e-Tendering Portal. The contract is scheduled to commence in October 2026 for two years, with an optional one-year extension, and is valued at up to £450,000 excluding VAT over the full term.

This tender presents an opportunity for businesses specialising in health services, especially those focusing on youth engagement, participation, and community support. SMEs and VCSEs are particularly encouraged to participate due to their potential to offer innovative approaches and diverse perspectives for engaging young people in health policy discussions. Companies that can provide sustainable, socially valuable solutions are likely to be competitive for this contract, which aims to ensure the integration of young voices in national healthcare programs. With the focus on inclusivity and community empowerment, businesses with expertise in consulting, content production, event coordination, and facilitator roles would find this tender particularly relevant for fostering growth and expanding their footprint within the public sector.

## Notice

NHS England is seeking to appoint a delivery partner to manage and deliver the NHS Youth Forum. This service supports NHS England in fulfilling its statutory duties for public involvement (Section 13Q), ensuring that the voices of children and young people (CYP) are meaningfully embedded in the design, delivery, and improvement of health services. In line with the ambitions set out in the 10 Year Health Plan, NHS England is committed to strengthening participation and empowering young people and communities. The NHS Youth Forum provides an inclusive platform for young people to share lived experience, inform national policy, and influence healthcare services. The appointed supplier will be responsible for: * Delivering and managing the NHS Youth Forum; * Facilitating engagement, consultation, and longer-term research with CYP; * Supporting a diverse and representative membership; * Producing relevant content and outputs; * Coordinating attendance and support at in-person events; and * Enabling effective collaboration with NHS England, DHSC, and wider system partners. These activities ensure that CYP voices are actively heard, valued, and reflected in national programmes and priorities, including wider government engagement. Contract Term and Value The contract will be awarded for an initial term of two (2) years, with the option to extend for a further one (1) year. The estimated contract value is up to PS150,000 per annum (excluding VAT), with a maximum total value of PS450,000 (excluding VAT) across the full contract term, including any extension. Any tender submission exceeding this maximum value will be rejected. The anticipated service commencement date is early October 2026.

### Lot Information

Lot 1

### Planning Information

NHS England is undertaking a market engagement exercise to seek feedback from potential providers in relation to the future delivery of NHS Youth Forum Services.
This exercise is issued as a Request for Information (RFI) only. It is intended to inform NHS England’s understanding of the market and potential delivery models and does not represent a commitment or guarantee that a procurement will proceed.
NHS England is exploring the appointment of a support partner to deliver and manage the NHS Youth Forum, including associated engagement activities such as:
• Consultations and long term research projects
• Content creation
• Attendance and support at in person events
These activities support NHS England’s statutory duties in relation to public involvement (Section 13Q), ensuring young people are meaningfully involved in decisions about the services NHS England commissions.
The NHS Youth Forum also supports wider government engagement, including work with the Department of Health and Social Care (DHSC) and other government departments. For example, Forum members have met with policy leads and ministers to contribute to discussions on the 10 Year Health Plan.
Subject to the outcome of this market engagement and internal approvals, NHS England anticipates running a competitive tender exercise for these services. The proposed contract term is expected to be:
• An initial term of up to 24 months, with the option to extend for a further 12 months,
• Any extension would be subject to satisfactory performance and budget availability.
