## Summary

Surrey County Council is initiating a procurement process titled "Provision of Client Assisted Passenger Transport Services" under the industry category of transport services. The council seeks to provide sustainable and reliable home-to-school transport for students in the UKJ25 and UKJ26 regions of the United Kingdom. This procurement is in the tender stage with key dates set for 2026-05-22 as the end of the enquiry period and 2026-05-30 as the tender submission deadline. The procurement will be conducted via an open procedure, facilitating competition and ensuring quality and cost-effectiveness. The tender process is part of a larger contractual framework agreement set to extend operation until 2034, with an initial contract period ending 2030-02-28, and an optional renewal extension of up to four years.

This tender opens opportunities for businesses within the transport sector, particularly those equipped to handle regular, specialised, and complex transport needs. Companies specialising in transport services for educational institutions, especially those capable of accommodating students with special educational needs or health requirements, stand to benefit. The procurement's open procedure and emphasis on both quality and price create a competitive space where SMEs and VCSEs can effectively compete. Engaging in this tender can enhance business visibility, expand service portfolios, and offer substantial business growth opportunities by partnering in a comprehensive transport solution for a key public service domain.

## Notice

Surrey County Council is dedicated to providing sustainable, safe, secure, and reliable Home to School transport services that meet the needs of students across the county. In accordance with the Education Act 1996 and subsequent amendments, the Council ensures that eligible students have access to free or subsidized transport to and from school. The responsibility for providing Home to School transport services primarily lies with the local authority, especially for students who meet specific criteria such as distance from school, special educational needs, or disabilities. When these services require funding support, it becomes the Council's obligation to secure such services through a competitive tendering process. Home to School transport services funded by Surrey County Council are essential in ensuring that students can attend school regularly and punctually. These services help to promote educational attainment, reduce absenteeism, and support the well-being of students by providing a safe and reliable means of travel.
