## Summary

St Helens Council initiated a procurement process titled "Complex Care FPS for Individuals Resident in, or funded by St Helens," focusing on the health and social work services industry category. Located in St Helens, United Kingdom, the process falls under the public authority's sub-central government as a buyer. The procurement was in the tender stage, using an open procedure as part of a framework agreement with a light-touch special regime. The tender period ended on 5 June 2026, and the award was anticipated by 3 September 2026. Initially, St Helens Council cancelled the award due to revised commissioning requirements, aiming to offer a revised tender by 20 July 2026 with more flexible specifications. This indicates a proactive approach to ensuring the procurement fully aligns with the evolving needs of the community.

This tender presents significant opportunities for business growth, particularly for service providers specialising in complex care and rehabilitation-focused models. Businesses capable of delivering core packages of support and working collaboratively with Adult Social Care and Commissioning can expect better outcomes for service users, facilitating reintegration into the community. Such contracts may especially appeal to providers with a strong emphasis on quality and social value, as the procurement focuses on a stringent quality-based award criteria. Furthermore, the framework agreement will enable up to 20 providers to participate, offering multiple lots such as complex care with or without accommodation, thereby broadening the scope for diverse healthcare providers to partake. With the upcoming revised procurement process, those businesses keen on expanding within the public sector should prepare to meet St Helens Council’s economic and financial standing criteria to successfully tender their proposals.

## Notice

The support is based on a recovery and rehabilitation focused model, with all service users receiving a core package of support from a staff group. Support received will be delivered as stipulated in each service users Social Care Assessment and individual Care Plan. Each service user will also require an outcome planner to evidence their support/ rehabilitation package which enables them to gain the skills required to live independently in the community.
