## Summary

Historic Environment Scotland (HES), located in Edinburgh, has initiated a tender process for the "Heritage Training Course Instructional Design" project, categorised under e-learning services. The objective is to procure services for designing and developing four SCORM-compliant e-learning modules as part of a wider Heritage Training Course for Planning Authorities in Scotland. The contract, valued at £190,000, requires modules to be completed by the end of December 2026. The procurement follows an open procedure, and interested parties must submit their electronic bids by midday on 4th June 2026. The tender process is currently active, and submissions are to be made in English via the Public Contracts Scotland website.

This tender presents a significant opportunity for businesses specialising in e-learning and instructional design, particularly those with experience in staggered, multi-module production workflows. Potential suppliers will need to demonstrate high-quality technical offerings, as this will form part of the awarding criteria, alongside interviews and pricing considerations. Businesses capable of aligning individual module objectives with overarching learning outcomes, and those holding adequate insurance coverage as specified by HES, will be well-positioned to compete for this contract. Thus, it's an ideal opportunity for firms looking to expand their portfolio in the public heritage and education sectors.

### Lot Information

Lot 1

HES requires a contract to cover the design and development of four SCORM-compliant (2004 4th Ed) e-learning modules totalling a maximum of 150-180 minutes. The modules will be developed in a staggered delivery model, with some overlap between work phases where beneficial. The successful contractor must demonstrate the capacity to manage a staggered, multi-module production workflow so that all agreed modules are fully completed, tested, and delivered by end of December 2026. All four modules must collectively deliver against 20 capability-based Learning Outcomes. While each module will have its own specific Learning Objectives and content focus, suppliers must ensure that module-level outcomes clearly map to, and contribute toward, the achievement of these overarching capability outcomes. The development of these modules is part of a wider project to develop a Heritage Training Course (HTC) for Planning Authorities in Scotland.

Options: The Contracting Authority reserves the right to request additional deliveries by the Successful Tenderer, either intended as partial replacement of supplies or installations or as extensions of existing supplies and installations. The Contracting Authority may at it's sole discretion exercise this option.
