## Summary

Forestry and Land Scotland (FLS) is initiating a Dynamic Purchasing System (DPS) for Invasive Vegetation Control (IVC) services across Scotland's national forests and land. This procurement, under the services category of "Forestry services" and CPV code 77200000, involves multiple lots and aims to cover regions including Central, North, East, South, and West UKM. The DPS is set to have a duration of five years, and the process will conclude on 1st June 2026. Key activities include various vegetation control methods, such as cutting, burning, and pesticide applications. The procurement method is selective, using a restricted procedure, and the buying organisation, FLS, will use an electronic submission process for bids.

This procurement opportunity provides significant potential for business growth, particularly for enterprises specialising in forestry and horticultural services—a sector coded as 77300000 under additional classifications. Micro businesses with the capacity to handle vegetation control tasks such as manual removal, steep ground access, and stump treatment, are well-positioned to compete. The DPS encourages participation from companies able to demonstrate technical expertise, community benefit commitments, and adherence to environmental and safety standards. Involvement in this DPS could open doors to future contracts through the system, offering ongoing opportunities for service providers who wish to engage actively with public sector forestry projects across Scotland.

## Notice

FLS is establishing a Dynamic Purchasing System (DPS) for the provision of Invasive Vegetation Control (IVC) services across Scotland's national forests and land. A Dynamic Purchasing System (DPS) is an electronic system established by a contracting authority to purchase commonly used goods, works or services in accordance with the Public Contracts (Scotland) Regulations 2015. Admittance to a DPS gives participants the opportunity to subsequently bid for relevant future opportunities which are procured through the DPS. The purpose of the DPS is to provide a compliant route to market for FLS to procure services which are unable to be provided through existing contracts or to replace contracts which have terminated or expired. The scope of the DPS is primarily for establishment operations including but not limited to: - Cutting - power or hand tools. - Burning. - Stump Treatment. - Foliar application of pesticides. - Stem injection of woody material with sprayed pesticides or eco plugs. - Stem injection of herbaceous weeds. - Hand pulling of seedlings. - Steep ground/rope access work. - Non-chemical and non-cutting treatments (manual removal). - Chipping of cut material. - Traffic Management. - Manual Labour.
