## Summary

The London Borough of Merton has completed the procurement process for the Long Acting Reversible Contraception (LARC) Services within its region. This contract, classified under the health and social work services industry category, was finalised on 7th July 2026 following a standstill period effective from 24th June 2026. The procurement was executed using a limited approach under the Provider Selection Regime as per the Health Care Services Regulations 2023, awarding contracts to 22 GP practices in Merton for an initial period of 4 years and 9 months, with a total contract value of £695,486. The process was overseen by the Executive Director for Adult Social Care, Integrated Care & Public Health, ensuring conformance with mandated criteria and ensuring timely accessibility to contraception options locally.

This procurement offers significant opportunities for local healthcare providers to engage in specialised community services, enhancing their service offering and market presence. It is particularly well-suited for small to medium-sized enterprises (SMEs) within the healthcare sector, especially those capable of providing efficient, localised contraceptive services. With the contract's emphasis on quality, innovation, and social value, practices focusing on patient access, reducing health inequalities, and facilitating patient choice stand most likely to benefit from participating in this growth-driven initiative. Additionally, the successful suppliers range from established GP practices in the area, highlighting the potential for collaborative healthcare delivery models.

A standstill period was subsequently observed, and concluded on the 6th July 2026. The London Borough of Merton (The Council) hereby confirms the award of contracts for the specialist LARC service which will ensure that a full range of contraceptive options are available to women locally in addition to the routine contraception which is part of the GP core service. Long acting reversible contraception (LARC) is a longer lasting, more effective method of contraception and so is very effective in preventing pregnancy for those women who are not looking to get pregnant at the time. The LARC methods which will be available under these contracts will be: * Intra Uterine contraceptives (IUC) which include the Copper Intra Uterine Device (IUD) and Mirena/Kyleena(r)/Jaydess(r) (LNG-IUS) * Sub-Dermal Implants (SDI) Providing LARC services in the community allows timely and convenient access to sexual health services especially in areas of greatest need, with the broader aim of preventing unintended conceptions and terminations. The Council have considered the providers identified and the 5 Key Criteria mandated under the Most Suitable Provider process has been used to assess the providers identified for delivery of the service and the proposed contracting model. This will support The Council in ensuring women can access LARC contraception closer to home from trusted specialist healthcare providers without the need for long travel times and waiting times, allowing them to manage their own choices around pregnancy.
