## Summary

Reclaim Fund Ltd (RFL), a public undertaking owned by HM Treasury, is in the planning stage of its procurement process for Outsourced Managed HR Services, including Payroll. This process seeks to appoint a provider for a fully managed HR system covering HR management and advice, payroll processing, and other HR-related services to ensure compliance and operational efficiency. The process takes place in London, with engagements planned via MS Teams, and the procurement is aimed primarily at services within the human resources industry category. The tender, under the ID RFL-02, is not above the financial threshold, and the planned contract period runs from 1st October 2026 to 1st October 2030, with pre-engagement discussions scheduled before the tender date, with a due date for interested parties listed as 30th June 2026.

This tender offers significant growth opportunities for businesses with expertise in HR and payroll services, especially those familiar with both public and private sector practices since RFL functions as an Arms-Length Body. The planned procurement process allows small and medium-sized enterprises to participate, providing opportunities for innovative HR solutions and services. Ideal candidates will have experience working with public entities, complying with UK employment laws, and providing secure, ISO-certified HR systems that integrate with existing IT infrastructure, potentially enabling them to expand their client base within the public sector. This opportunity fosters collaboration and may attract businesses that offer customised HR software solutions, especially those adept in digital transformation and data security compliance.
