## Summary

Hampshire County Council is in the planning stage of a public procurement process regarding the potential implementation of cross-pavement channels as part of their future on-street electric vehicle (EV) charging infrastructure. The project is categorised under the services industry, specifically focusing on electrical installation and related services. The procurement process includes a significant market engagement phase, wherein businesses can contribute by completing a questionnaire to shape potential service requirements and commercial models. This process is set in Winchester, United Kingdom, with a key deadline for questionnaire submission by 18th June 2026. The anticipated contract period should this proceed to tendering is planned for 2027 to 2031. The procurement approach used is tender initiation, and Hampshire County Council aims to gather valuable market insights before making any definitive procurement decisions.

This market engagement represents a notable opportunity for businesses, particularly those specialising in electric vehicle infrastructure, electrical installation, and associated engineering services, to influence the future procurement strategy of a sub-central government authority. The engagement process is designed to benefit businesses by providing a chance to shape the project's scope and highlight their capabilities, ultimately paving the way for potential long-term collaboration. Small to medium-sized enterprises will find this opportunity particularly beneficial due to the project’s focus on understanding market capacity and capability. Furthermore, businesses with innovative and sustainable solutions for EV charging infrastructure will be particularly well-suited to engage, potentially securing a partnership with Hampshire County Council as it moves towards promoting greener transportation solutions.

## Notice

Hampshire County Council is considering whether cross-pavement channels could form part of the county's future on-street electric vehicle charging infrastructure. The Authority is intending to reach out to the market via market engagement. This market engagement is exploratory in nature and is intended to inform the potential scope, feasibility and considerations of any future approach to provide cross-pavement cable management solutions. It seeks to develop a high-level understanding of the market and available solutions rather than to assess or select suppliers or products. In particular, Hampshire County Council is seeking information relating to: * The types of cross-pavement cable management solutions currently available and their level of market maturity. * Technical design characteristics, materials and construction methods, and suitability for installation within the public highway. * Safety, accessibility and equality considerations, including impacts on pedestrians and users with disabilities. * Installation requirements, interaction with existing footway construction, and implications for inspection, maintenance and reinstatement. * Operational, asset management and responsibility models, including ownership, liability and ongoing maintenance arrangements. * High-level indicative costs and commercial approaches adopted by other authorities or organisations.
