## Summary

Birmingham City Council aims to establish a works framework to deliver quality construction services throughout Birmingham and the West Midlands. The process is currently in the planning stage with a preliminary market engagement underway, with a submission deadline for the Request for Information (RFI) on 22nd May 2026. This framework, valued grossly at £1.85 billion, will operate under a closed framework agreement for four years starting from 16th November 2026. The initiative focuses on varied construction works, including site preparation and building construction, and looks to consolidate refurbishment activities to enhance procurement efficiency.

This framework offers substantial opportunities for growth for construction businesses, especially small and medium enterprises (SMEs) in the region. Interested suppliers can tap into a steady pipeline of projects, supporting long-term investment and strategic planning. BCC encourages a broad range of suppliers, prioritizing those capable of delivering innovation and social value. This opportunity is ideal for businesses looking to form lasting partnerships and contribute to regional growth, as it aligns with BCC's objectives of economic impact, job creation, and sustainable development. Businesses can engage through Birmingham's e-tendering system, ensuring a streamlined and transparent procurement process.

## Notice

Birmingham City Council (BCC) is seeking to establish a new works services framework to support the delivery of high-quality, cost-effective construction services across a range of service areas. BCC has a substantial and diverse construction spend profile, supported by a significant pipeline of projects varying in type, value, and complexity. This is underpinned by a property, plant and equipment portfolio valued at approximately PS7 billion, alongside ongoing investment in the maintenance and improvement of schools, transport infrastructure, and housing. Through this framework, BCC aims not only to deliver value for money and high-quality outcomes, but also to support the growth of businesses based in Birmingham and the wider West Midlands. The framework will be designed to create accessible opportunities for local suppliers, including SMEs, and to encourage participation across the regional supply chain. BCC is committed to using its procurement activity to generate positive economic impact, strengthen local capability, create jobs, and contribute to inclusive and sustainable regional growth. The framework will provide a structured and compliant route to market for engaging suppliers, improving consistency, value for money, and alignment with BCC's strategic objectives. The scope is expected to include both general works and specialist packages, addressing current gaps in provision, supporting high-volume areas of spend, and enabling a more efficient and consistent approach to procurement across a diverse construction portfolio. The proposed lotting structure will reflect this, covering planned works, refurbishment, new build and demolition, while consolidating high-volume refurbishment activity into a more streamlined delivery model. For suppliers, this framework represents a significant opportunity to access a strong and sustained pipeline of works through a single, strategic route to market. It is intended to reduce bidding friction, provide greater visibility of upcoming opportunities, and enable longer-term planning and investment. BCC is seeking to engage a diverse range of capable suppliers who can deliver quality, innovation, and social value, and who are interested in building a longer-term delivery relationship. Early engagement will help shape the final design of the framework, ensuring it is commercially viable and accessible to the market. This framework will form part of BCC's wider suite of compliant routes to market, including the recently established highways framework. Subject to final arrangements, it may also be made available for use by other local authorities and public sector organisations across the West Midlands, further increasing the potential pipeline available to appointed suppliers. This notice is based on a closed framework with a 4 year term but we reserve the right to go forward with an alternative term or framework (such as on open framework). The purpose of this engagement is to: * Inform the proposed framework structure and lotting approach * Understand market capacity across contractors and specialist trades * Gather feedback on commercial models, pricing mechanisms, and risk allocation * Explore how the framework can best support SMEs, local suppliers, and supply chain participation * Ensure the framework is attractive to both regional and national contractors The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest. If you wish to express an interest in this opportunity please click on the following link to access https://in-tendhost.co.uk/birminghamcc/ and submit your details to register. You will then be able to log on which will enable you to download all relevant documentation. If you are unable to register with In-tend or have any questions or problems on how to use this web site please email us at: cps@birmingham.gov.uk

### Planning Information

As part of the preliminary market engagement process, BCC is issuing this Request for Information (RFI) to gather insights from suppliers. The purpose of this RFI is to better understand market capability, capacity, and appetite, as well as to inform the proposed lotting structure, commercial approach, and overall framework design.
BCC welcomes responses from a broad range of suppliers, including national, regional, and local providers, and is particularly interested in understanding how the framework can be designed to encourage competition, innovation, and meaningful social value delivery within Birmingham.
BCC may contact respondents for clarification or further engagement.
No additional rounds of preliminary market engagement are planned at this stage, although the Authority reserves the right to change this and conduct additional rounds at the Authority's discretion.
