Birmingham City Council (BCC) is undertaking preliminary market engagement in relation to a potential construction professional services framework to support the delivery of high-quality, cost-effective services across the sector, which may include areas such as planning, surveying and project management. BCC has a substantial and diverse construction-related professional services spend profile, underpinned by a broad pipeline of projects across a range of types, values and levels of complexity. This activity supports a property, plant and equipment portfolio valued at approximately PS7 billion, alongside ongoing expenditure relating to the maintenance and improvement of schools, transport infrastructure and housing provision. Birmingham City Council intends to utilise this framework to actively support the growth of Birmingham and wider West Midlands-based businesses. Through its design and operation, the framework aims to create accessible opportunities for local suppliers, including SMEs, and encourage participation across the regional supply chain. BCC is committed to leveraging its procurement activity to generate positive economic impact, strengthening local capability, creating jobs, and contributing to inclusive and sustainable economic growth within the region. This notice is based on a closed framework with a 4 year term but we reserve the right to go forward with an alternative term or framework (such as on open framework). As part of the preliminary market engagement process, BCC is issuing this Request for Information (RFI) to gather insights from suppliers. The purpose of this RFI is to better understand market capability, capacity, and appetite, as well as to inform the proposed lotting structure, commercial approach, and overall framework design. 
BCC welcomes responses from a broad range of suppliers, including national, regional, and local providers, and is particularly interested in understanding how the framework can be designed to encourage competition, innovation, and meaningful social value delivery within Birmingham.
BCC may contact respondents for clarification or further engagement.
No additional rounds of preliminary market engagement are planned at this stage, although the Council reserves the right to change this and conduct additional rounds at the Council's discretion.
