YPO is embarking on preliminary market engagement to shape a compliant and effective route to market for the procurement of Electricity and Ancillary Services across all public sector bodies, in alignment with the Procurement Act 2023. This initiative represents the fourth evolution of the framework, building on the foundations of previous iterations established under the now superseded Public Contracts Regulations 2015. The objective is clear: to deliver a streamlined solution that ensures public sector organisations have access to a high-quality, reliable electricity retailer. By engaging early with the market, YPO seeks to foster innovation, encourage competition, and secure best value, while maintaining full compliance with the latest legislative requirements. This is an exciting opportunity to help shape a solution that not only complies with the legislative framework for public sector procurement but also drives sustainability, efficiency, and excellence in service delivery for the public sector.

### Planning Information

YPO is seeking feedback from suppliers within the electricity retail market to help shape the next iteration of our framework. Our aim is to ensure the solution is fully fit-for-purpose for public sector customers, enabling them to access high-quality services with confidence and ease. To achieve this, we are inviting suppliers to engage with us on the following key areas:
• Expanding the scope: identifying opportunities to broaden service coverage and enhance value via an export rates offering, PPA agreements and sleeving arrangements. 
• Understanding of suppliers’ capability and approach to electricity trading, billing and management of flexible purchasing baskets not limited to commodity cost but also incorporating non-commodity costs 
• Reviewing Terms and Conditions: ensuring clarity, fairness, and compliance with the Procurement Act 2023.
• Discussing market conditions: sharing insights on current challenges and opportunities within the sector and well as gaining an understanding of current and emerging market capabilities.
• Exploring the price element: considering approaches that balance affordability with sustainability. Price origination, how trading is translated into pricing, indexation and settlements, zero carbon assets being deployed behind the meter, approach to flexibility and flexibility revenues, approach to balancing risks and exposures, any support or propositions around asset finance. 
• Delivering Social Value and Sustainability: reviewing options to embed meaningful social, environmental, and community benefits.
• Potential routes to market: evaluating pathways that encourage competition and improved customer experience.
• Mechanisms for call-offs: discussing practical approaches to ensure flexibility and responsiveness for public sector customers.
• Seeking insight into innovative technologies and digital solutions that can enhance efficiency, transparency, and long term resilience in electricity supply and ancillary services through: 
 Advanced digital platforms for billing, data analytics, and real time consumption reporting
 AI driven forecasting, optimisation, and risk management tools
 Smart metering, sub metering, and automated data capture
 Integration of on site generation, battery storage, and demand side response technologies
 Tools that support export optimisation (e.g., dynamic SEG management)
 Technology enabled PPA and sleeving solutions
 Cybersecurity and data governance measures that protect customer information
 Innovations that reduce carbon emissions and support public sector Net Zero pathways
 Tools and options around financial engineering and budget management 
YPO would also like to take this opportunity to engage with suppliers in the market who can offer end to end solutions that includes but is not limited to solar generation and battery storage capability delivered on a subscription based model and associated reporting and controls ideally delivered digitally both to YPO and to end consumers BDs, members and individual entities. YPO is exploring modern, scalable approaches to energy management and welcome engagement from capable providers, who can offer:
 Consumer engagement and reporting software platforms
 Compatibility with solar PV and battery systems
 EV and battery charging optimisation
 Data analytics, forecasting & reporting
 Remote management and control
 Scalability for various size portfolios
 Energy strategy development 
This information will support the development of a framework that is not only compliant and competitive, but also capable of delivering long term value and innovation for YPO members.
