## Notice

Pagabo Limited on behalf of Yorkshire Purchasing Organisation (YPO) intend to establish a renewal framework of developers capable of providing developer-led developments within the UK for the Public and Private sector to utilise. The framework will cover, all types of development within construction and premises. The proposal is to procure a four-year closed framework via the open procedure. Suppliers appointed to the Framework Agreement shall be capable of managing multiple projects appointed through the framework agreement and employ a number of competent and qualified personnel to execute each project required by the Client Organisations. The National Framework for Developer-Led Schemes will be procured under the Procurement Act and Procurement Act Regulations, scheduled to commence in October 2026. It is anticipated that, while the Framework Agreement is governed by the English Law, the Contracting Authority may, during the first 2-weeks of the tendering period introduce Scottish Law to form a part of the Framework Agreement Terms and Conditions. This is to support compliance with the applicable legal requirements in Scotland. The Contracting Authority will communicate this information to Bidders, in a transparent and proportionate manner. Bidders are to take this into account, while preparing tender return submissions.

### Lot Information

Lot 1 - Development Consultants, contracts of PS0+

This Lot allows Clients to procure the services of Development Consultants to help identify and design the proposed scheme in the early stages of the scheme Development, up to the end of RIBA Stage 1 and not beyond, with the intent of the client organisation to Call-Off the Developer-Led Schemes Framework for a Developer or Development Management Services.

Lot 2 - Development Legal Providers, contracts of PS0+

The scope of a Development Legal Provider's appointment refers to the range of legal services and responsibilities that a legal advisor or firm is expected to deliver in connection with a Development project. This scope can vary based on the size, complexity, and stage of the project.

Lot 3 - Special Purpose Vehicle Schemes of PS0 - PS100m

This lot 3 will cover the setting up of a long-term contractual relationship between Client and Developer, this may include setting up partnership agreements, new legal entities to manage the Development such as joint ventures, limited liability partnerships, special purpose vehicles and other corporate structures.

This lot 4 will cover the setting up of a long-term contractual relationship between Client and Developer, this may include setting up partnership agreements, new legal entities to manage the Development such as joint ventures, limited liability partnerships, special purpose vehicles and other corporate structures.

Lot 5 - Development Agreement Schemes of PS0 - PS50m

This lot 5 will cover the setting up Development Agreements between client and Developer. The Client can procure a Developer on a site-by-site basis or with a programme of Developments incorporated within a red line boundary which are deemed as Phases. The Client Organisation will enter into a Development Agreement with the Developer to develop the site/ phases.

Lot 6 - Development Agreement Schemes of PS50m+

This lot 6 will cover the setting up Development Agreements between client and Developer. The Client can procure a Developer on a site-by-site basis or with a programme of Developments incorporated within a red line boundary which are deemed as Phases. The Client Organisation will enter into a Development Agreement with the Developer to develop the site/phases.

Lot 7 - Development Management Services, contracts of PS0+

This lot is specific to providing Development Management Services and can be used to appoint a DMS organisation to develop a scheme on behalf of the Client organisation. The scheme shall then be provided to the Client to procure the necessary follow-on services and/or works.
