## Summary

The Police and Crime Commissioner for Cheshire has awarded a contract for the recruitment of Citizen Assemblies, under the tender ID CPA/SPU/2845P. The procurement is classified under recruitment services and intends to gather public opinions on local policing through Citizen Assemblies. The contract, valued at £69,900, spans from 1st July 2026 to 31st August 2028, with potential extensions up to March 2029. It involves hosting assemblies primarily in Cheshire, UK, with sessions planned for September 2026, February 2027, and further dates subject to change. The procurement stage has progressed from the tender to contract award, indicating the completion of the competition for this open, below-threshold contract.

This tender creates significant growth opportunities for businesses involved in recruitment and community engagement services. Organisations with expertise in recruiting participants for community-focused initiatives, especially those familiar with handling diverse public engagements, will find this contract advantageous. Small and medium-sized enterprises (SMEs) in the recruitment industry would be well-positioned to leverage this opportunity, given the requirement for up to 35 participants for each assembly and the complexity associated with facilitating such events. Additionally, businesses with capabilities in incentive management and community research will gain from this collaborative capacity-building opportunity, aligned with the public sector's objectives to engage local communities actively.

## Notice

This is a Contract Details Notice The Office of the Police & Crime Commissioner for Cheshire runs regular Citizens Assemblies to seek the views of a randomly selected representative sample of the local population on the issue of policing in their area. The Citizens Assemblies are part of the Commissioner's plan to better understand the community's feelings about the policing of their local area. The provider will be required to recruit up to 35 participants for each Citizen Assembly. The provider will not need to be present at the events. It is anticipated that the next events will be held in September 2026, February 2027, September 2027 and February 2028 although the latter three may be subject to change.
