## Summary

The procurement process initiated by Leicestershire County Council, trading as ESPO, focuses on establishing a framework for providing staff benefits schemes, covering a range of goods and services accessible through salary sacrifice, voluntary benefits, or net payroll deductions. These services fall under the industry category of "services" and are planned for delivery throughout the United Kingdom. The procurement is currently in the planning stage, with market engagement underway to benefit potential suppliers. The framework’s preliminary market engagement phase requires responses to a Request for Information (RFI) by 17:00 on 10 July 2026, via the EastMidsTenders eProcurement Portal. The contract period is anticipated to start on 7 August 2027 and run through to 6 August 2029, with the potential extension to 6 August 2031.

This tender presents significant opportunities for business growth, particularly for small and medium-sized enterprises (SMEs) capable of offering diverse staff benefits schemes. Businesses specialising in services related to presents and rewards, computer equipment, mobile telephones, passenger cars, bicycles, financial leasing, benefit services, and childcare could find lucrative engagements within this framework. By participating in the market engagement process, businesses can provide and gain insights that could shape the framework, aligning it with market trends and technological advancements, thereby enhancing the framework's appeal and efficacy in meeting public sector needs.
