## Summary

Wigan Council is planning a significant procurement process for an Integrated Drug & Alcohol Treatment Service, under the industry category of miscellaneous health and rehabilitation services, to be implemented within the UKD3 region of the United Kingdom. This process, currently in the planning stage, involves a service that aligns with Wigan's Community Health Improvement Transformation. A notable milestone is a market engagement event at The Old Courts, Wigan, scheduled for 5th June 2026, with attendance registration closing on 29th May 2026. Key dates also include the future notice publication on 24th July 2026, with the tender using a competitive flexible procedure under a ‘light touch’ regime, and contract services to commence on 1st April 2027, concluding by 31st March 2037.

The tender presents substantial opportunities for business growth, particularly suitable for SMEs and VCSEs capable of providing high-quality, person-centred support services. Companies that can deliver innovative, neighbourhood-based models emphasising prevention, treatment, and recovery are well-positioned to compete. The service will integrate various sectors, including health, social care, and justice services, thus encouraging cross-sector partnerships. Business benefits include the possibility of long-term engagement, with a contract value estimated at over £41 million GBP, making it a lucrative opportunity for the right providers committed to improving health outcomes and reducing inequalities in the Wigan area.

## Notice

Wigan Council require a provider to deliver the Integrated Drug & Alcohol Treatment Service. The Wigan drug and alcohol service will be delivered through a whole-system, neighbourhood-based model aligned with Progress with Unity and the borough's Community Health Improvement Transformation. The service will shift away from traditional, service-led delivery towards a relationship-based approach that prioritises prevention, early intervention and reducing health inequalities. Working closely with health, social care, community, voluntary sector and criminal justice partners, the Provider will act as a system leader and enabler, ensuring support is visible, accessible and embedded within local communities. Recovery workers will be based in neighbourhood settings, supported by flexible outreach, in-reach, drop-in provision and coordinated evening and weekend support to help people access assistance at the earliest opportunity. The model will place equal emphasis on prevention, treatment and recovery. Prevention activity will be shared across the wider system, with the Provider supporting workforce development, brief interventions, screening, trauma-informed practice and early identification of need. Treatment will consist of high-quality, evidence-based clinical and psychosocial interventions integrated with mental health, housing, employment, sexual health and criminal justice services. Recovery will begin from first contact, focusing on long-term outcomes such as improved health, wellbeing, housing, employment, social connections and independence. The service will place strong emphasis on reducing inequalities, improving access for vulnerable and underrepresented groups, and embedding lived experience throughout service design, delivery and continuous improvement.

### Planning Information

The event will provide an opportunity to share our emerging commissioning intentions, outline service priorities, and engage with providers and organisations interested in delivering high quality, person centred support for residents aligned to the missions of Progress with Unity. The session will take place at The Old Courts, Wigan, on Friday 5th June at 11am. We strongly encourage all interested organisations to attend and contribute to shaping future provision.
To confirm your attendance, please register by emailing public.health@wigan.gov.uk by 29th May.
