## Summary

Essex County Council has completed the procurement for the "Greater Essex Public Involvement Network" project, for which the contract was awarded on 12th May 2026. This initiative focuses on establishing a connected infrastructure involving various stakeholders to enhance public involvement within Greater Essex’s public services. The contract, which commenced on 16th March 2026 and runs until 15th November 2028, was awarded to Healthwatch Essex Limited under a direct procurement method, without competition. This strategic project falls under the services category and is rooted in business and management consultancy services, expected to be implemented across multiple UK regions including UKC, UKD, and UKH, among others.

This tender opens substantial opportunities for businesses involved in community engagement, consultancy, and public sector collaboration. Companies that are aligned with creating, managing, or facilitating networks and have a keen interest in fostering inclusive public involvement will find this project particularly beneficial. Moreover, it offers a launchpad for larger enterprises, particularly those with a focus on social value and community development, to collaborate closely with local authorities and key stakeholders in the public sector. The project requires expertise in mapping, collaborating, and developing coherent strategies that align with public service requirements, thus attracting businesses adept at such integrated service models.

We anticipate that this will involve the following: Phase One - Building the network: Mapping existing involvement and engagement groups/forums across Greater Essex that can support engagement between public services and residents, service users, patients, and wider interest groups defined by lived experience. Collecting and documenting information about these forums and groups in a format suitable for inclusion in a 'directory', enabling researchers, commissioners, service designers, and policymakers to identify and contact groups where resident voices can inform research, commissioning decisions, service design, or policy development. Establishing relationships with the owners or gatekeepers of these groups, securing appropriate agreements to include their details in any directory. Collaborating with representatives from the identified forums and groups to develop clear processes and protocols governing how researchers, commissioners, and policymakers should engage with them. This may take the form of a rulebook or charter outlining expectations and responsibilities within collaborative or co
