## Notice

Moorfields Eye Hospital NHS Foundation Trust ("MEH"), acting as the contracting authority on behalf of both MEH and the UCL Institute of Ophthalmology ("UCL IoO"), is seeking to procure a provider for the provision of wayfinding and signage services for the new Moorfields and UCL Centre for Eye Health in St Pancras, Camden. The Moorfields and UCL Centre for Eye Health will deliver a new integrated centre for eye care, research and education, bringing together clinical, academic and innovation functions within a purpose-built facility. The development forms part of Project Oriel. The procurement is for the manufacture, supply, project management and installation of a comprehensive internal and external signage and wayfinding package across the development. The scope includes, but is not limited to: - External illuminated and non-illuminated signage - Totems and arrival signage - Internal directional and identification signage - Building and lift directories - Door signage - Braille and tactile signage - Direct-applied graphics and manifestations - Associated artwork, shop drawings, structural coordination and installation services The appointed contractor will be expected to deliver a high-quality, design-led and durable signage solution aligned with the architectural vision for the development, with a strong emphasis on accessibility, inclusive design and coordination with the wider construction and fit-out programme. Manufacture activities are anticipated to commence following contract award, with on-site installation activities expected to commence from approximately February 2027. This procurement is being conducted as a two-stage Competitive Flexible Procedure under the Procurement Act 2023. Stage 1 requires interested suppliers to submit a response to the Supplier Information Questionnaire, following which the four highest-ranked tenderers will be shortlisted and invited to participate in Stage 2, the Invitation to Tender. The Authority expects to award a contract in September/October 2026.

### Planning Information

Moorfields Eye Hospital NHS Foundation Trust ("MEH"), acting as the contracting authority on behalf of both MEH and the UCL Institute of Ophthalmology ("UCL IoO"), is inviting expressions of interest from suppliers to participate in preliminary market engagement in relation to the proposed procurement of Wayfinding and Signage Services for the Oriel development (the "Services").
This market engagement aims to:
- inform the market of the proposed procurement opportunity;
- assess supplier interest, capability and capacity;
- provide an overview of the proposed scope and programme requirements; and
- obtain supplier feedback to help inform the final procurement and contract approach.
Proposed engagement activity (webinar and questionnaire)
As part of this process, the Authority intends to hold an information-only virtual webinar via Microsoft Teams during which further detail regarding the proposed requirement, scope and programme will be presented. Suppliers will also have the opportunity to raise clarification questions during the session.
Following the webinar, interested suppliers will be issued with a Preliminary Market Engagement Questionnaire to obtain supplier feedback on the proposed approach and delivery considerations.

Suppliers wishing to participate in the preliminary market engagement exercise should register their interest by emailing rf.ppstenders@nhs.net by no later than 5:00 pm on Wednesday, 20th May 2026.
Suppliers registering their interest should provide:
- organisation name;
- names and email addresses of attendees wishing to attend the webinar; and
- a primary contact for future correspondence.
Following registration, suppliers will receive webinar joining instructions and further information regarding the questionnaire process.
Completed questionnaire responses must be submitted by the deadline stated in the webinar materials and/or covering correspondence.

Participation in this engagement exercise is voluntary and does not form part of any formal procurement process. Participation in the preliminary market engagement exercise will not confer any advantage or disadvantage in any subsequent procurement process. The Authority reserves the right to amend, suspend or discontinue the engagement exercise and/or any future procurement process at any time.
