## Summary

The Department for Transport has initiated a tender for the "Provision of Seafarers Data Collection" project, focusing on collecting data about seafarers within the UK shipping industry. This tender is crucial for the department's seafarer statistics, which aid in policy-making and support various stakeholders including trade unions, industry bodies, and researchers. The tender was announced on 13th May 2026, with the current procurement stage being active. Interested parties must submit their proposals by 12:00 on 11th June 2026, with an enquiry deadline set for 28th May 2026. The procurement process is open to competition, following a below-threshold procurement method, and the services required fall primarily within the research category, specifically covering economic and social research services. The project is set to commence on 1st July 2026, continuing for one year with possible annual extensions up to 2029.

This tender offers significant opportunities for businesses specialising in research services, particularly those with experience in economic and social research within the maritime sector. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to apply, given their possible suitability for the project. The contract, valued at approximately £30,000 gross, is an attractive prospect for businesses looking to expand their portfolio in public sector engagements. With quality as the predominant award criterion (70%), alongside price considerations (30%), firms proficient in delivering high-quality data collection and analysis services stand a strong chance to leverage this opportunity for growth. The open competitive nature of the tender allows a wide range of businesses to partake, potentially broadening their market presence and enhancing their capabilities within the public procurement landscape.

## Notice

The purpose of this requirement is to collect data on seafarers in the UK shipping industry. This data will form the basis of published statistics on UK seafarers active at sea, which are a core part of the Department for Transport's (DfT) seafarer statistics. These are used internally by our policy teams in decision making, promoting the UK maritime sector and also by a wide range of external customers including maritime trade unions, industry bodies such as the UK CoS, academics, researchers and members of the general public with a specialist interest. This contract is for one year of data collection (for 2026), with an option to extend on an annual basis for an additional 3 years in 1 year increments; collecting data for 2027, 2028, and 2029 (1 + 1 + 1).
