## Summary

The Home Office, a central government public authority, is conducting a procurement process to upgrade the ESMCP Control Room Systems to ensure compatibility with the Emergency Services Network. This tender is set within the location of London and involves the procurement of services in the software development industry. The procurement method utilised is a direct award, due to the supplier owning the necessary intellectual property to perform the required software upgrades. The contract was awarded to SYSTEMES ET TELECOMMUNICATIONS LTD on 21st May 2026, with the contract period beginning on 3rd June 2026 and lasting until 31st December 2029. Notably, there is an option for a 12-month extension until the end of 2030, which can provide continuity and stability for the services procured.

This tender presents substantial growth opportunities, specifically for businesses involved in software development, particularly those with expertise in Integrated Communications Control Systems (ICCS). As the procurement is provided through a direct award owing to technical and intellectual property reasons, businesses that have proprietary technology or unique service capabilities stand to benefit immensely from this type of tender. Small and medium-sized enterprises (SMEs) with innovative software solutions and the capacity to operate efficiently in the public sector are well-positioned to compete should similar opportunities arise. This procurement underscores the importance of strategic partnerships with public entities, enabling businesses to expand their reach and establish a strong foothold in government contracts.

## Notice

This Procurement seeks to establish contract with a Supplier as a vendor of Integrated Communications Control Systems (ICCS) and non-ICCS software to 3ES Organisations and the Home Office, specifically the Emergency Services Mobile Communications Programme ('ESMCP'), for the provision of software development and supporting services.

### Procurement Information

Review of Schedule 5 - subsection 7 Additional or repeat goods, services or works 7. The public contract concerns the supply of goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where-- (a)a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and (b)the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance. Additional information The ownership of the control room systems software relationship is between the User Organisation and the Control Room System Supplier. The existing suppliers own the IP that is required for the software and therefore no other supplier is able to upgrade the existing software.
