## Summary

Caerphilly County Borough Council is in the planning stage of a procurement process aimed at implementing a prepaid card solution for its Public Authority Deputyship and Corporate Appointeeship service. This procurement falls under the "services" category within the banking and smart card technology industries, with an indicative contract value of £100,000. The purpose is to support adults who cannot manage their own finances, enabling them to access discretionary funds for daily activities. The early market engagement phase is underway to gather insight and shape the requirements, with expressions of interest (EOI) due by 12 noon on 6th June 2026. The procurement process is in Hengoed, Wales, under the UK devolved regulations framework.

This procurement presents significant opportunities for small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) to provide solutions that assist in financial transactions for individuals under public authority accountability. Businesses offering innovative fintech solutions, especially those focusing on secure, adaptable, and user-friendly prepaid card systems, would be ideal candidates to engage in this preliminary market assessment. The planned engagement and potential subsequent tender offer a pathway to establish or expand market presence by demonstrating unique capabilities in financial service innovation and client-oriented solutions.

The Council requires to engage with the market for suitable suppliers to share non binding information about their services, including: * how discretionary spending and controlled ATM withdrawals are managed, with the ability to turn ATM access on or off and set limits for individual clients; * how proxy or secondary cards can be used safely to reduce the need for PIN sharing; * available spending controls, alerts and exception reporting; * audit and reporting features, including reporting on ATM withdrawals and system audit logs; * typical implementation timescales, support arrangements and service levels; * how client funds are held and protected (for example safeguarded Mastercard products and/or FSCS protected bank accounts); and * transparent pricing models.
