In Wales, internal survey evidence suggests a sizeable proportion of people view human rights as conditional and linked to deservingness and citizenship. The 2021 Strengthening and Advancing Equality and Human Rights in Wales report also identified a need to strengthen public understanding. This commission is one practical delivery step within Welsh Government's wider programme of work to respond to those findings and support a more accurate and informed public conversation about human rights, in a way that young people find credible.
