## Summary

Transport for London (TfL) is currently in the planning stage of procuring solutions for Pan-TfL Carbon Accounting and Utilities Management. As the largest consumer of electricity in London, with significant costs and carbon emissions attributed to its utilities management, TfL is seeking insights into current market capabilities. The market engagement process is being conducted through a Market Sounding Questionnaire (MSQ) with the engagement period scheduled from 15 May 2026 to 19 June 2026. Interested suppliers have until 30 May 2026 to submit clarification questions, with responses expected by 13 June 2026. This initiative is preliminary and does not guarantee a formal procurement process will follow.

This tender presents sizeable opportunities for businesses specialising in software and information systems, IT services, public utilities, and environmental services. Companies with expertise in utilities bill management, data visualisation, carbon accounting, supply chain carbon data capture, and scenario planning are particularly well-suited to participate. By understanding TfL's requirements and capabilities, businesses can tailor their solutions for integration, potentially leading to long-term partnerships as TfL pursues its net-zero commitments and streamlines utility management across over 2,000 sites. This engagement is a strategic opportunity for firms looking to expand their public sector portfolio, particularly within the environmental and utilities management domains.
