## Summary

The public procurement process for the "Space Utilisation and Modelling Project" was conducted by Royal Holloway and Bedford New College, a sub-central government public authority located at Egham, United Kingdom. This tender, categorised under business analysis consultancy services, involved strategic space utilisation review and modelling to inform the university's Master planning process. The procurement method used was a limited competition, and the process has reached the Award stage with the contract being signed on 14th May 2026. The contract commencement date is 8th June 2026, with a primary duration of two years, extendable by two further six-month periods if necessary.

This project presents significant business opportunities, particularly for specialist consultancy firms adept in space auditing, analysis, and modelling. The awarded company, EVENTMAP LIMITED, has demonstrated expertise in these domains. Such tenders provide growth opportunities for SMEs and enterprises within the consultancy and business analysis sectors, showcasing their capabilities and potentially securing long-term collaborations. Companies that can offer data-driven insights and strategic foresight will be well-positioned to compete in similar procurement processes, extending their reach within the academic and public sector client base.

## Notice

The purpose of the closed competition was to appoint a suitably qualified specialist consultancy to deliver a Strategic Space Utilisation Review and Modelling programme of work. The auditing, analysis, modelling and improvement measures arising from this programme of work, will provide a critical evidence base for the University's Master planning process. The outputs will directly inform the initial data-gathering, forecasting, and scenario modelling stages of the Masterplan, ensuring decisions on the future estate are grounded in reliable data and sector appropriate analysis. The requirements have been broken down into six (6) workstreams, with individual workstream costs allocated. The University may, at its sole discretion, require the services to be delivered on a phased basis subject to operational budget approval, and expressly reserves the right to omit, postpone, or not proceed with any phase, in whole or in part, at any time and without liability. Workstreams are: Workstream 1: Data Discovery, Audit and Integration. Workstream 2: Teaching Estates Analysis. Workstream 3: Office Space Review and Optimisation. Workstream 4: Strategic Growth and Academic Futures. Workstream 5: Benchmarking, Metrics and Best Practice Alignment. Workstream 6: Reporting, Dashboards, Scenario Planning and Support
