7F Commercial Services is undertaking a soft market assessment on behalf of Norfolk Constabulary, to gain an understanding of the potential level of market interest in the future delivery of a victim-focus forensic response model. Operation Nightingale is a victim focused forensic response model, piloted successfully by Durham Constabulary and proposed for implementation as a 24/7 Norfolk pilot. The model ensures that any victim aged 18 or over who sustains injuries during a domestic abuse offence has rapid access to a Forensic Medical Practitioner (FMP). This provides timely, high quality forensic evidence, improved victim care, and strengthens early investigative and charging decisions. The estimated value set out in this notice is indicative only and has been included for transparency purposes. It is based on initial assumptions and does not represent a fixed or final budget. The Contracting Authority is seeking to better understand current market capabilities, delivery models, and appropriate commercial approaches for the services in scope.
