## Summary

Transport UK East Midlands Limited is currently in the planning stage of a public procurement process titled "PME Adblue Supply & Delivery," with the aim of gathering market insights for a future contract. This Preliminary Market Engagement (PME) seeks information from potential suppliers regarding the supply and delivery of AdBlue to rail depots located at Etches Park and Cricklewood. The process falls under the goods industry category, specifically various chemical products, and targets the private utility sector. Key deadlines include a due date of 2nd June 2026 for the submission of PME responses. Interested suppliers are encouraged to review the PME notice published on 15th May 2026 and contribute their insights to help shape the upcoming Invitation to Tender (ITT). The contract period is expected to start on 1st December 2026 and run until 1st December 2028, with potential renewal extending up to 30th November 2030.

This tender presents an opportunity for businesses experienced in delivering AdBlue, particularly in safety-critical rail environments, to inform and potentially participate in this procurement process. Small and medium-sized enterprises (SMEs) are encouraged to engage, either as prime contractors or through subcontracting models. This engagement offers businesses the chance to influence the procurement’s commercial structure and service requirements, setting the stage for a competitive bidding process that aligns with current market capabilities and best practices. Companies with expertise in telemetry, monitoring solutions, and sustainable logistics are well-positioned to benefit from this opportunity, particularly those that can contribute to improving supply chain resilience and offering innovative commercial and pricing models.

## Notice

East Midlands Railway (EMR) is seeking information from the market to inform a future contract for the supply and delivery of AdBlue to rail depots at Etches Park and Cricklewood. This Preliminary Market Engagement (PME) exercise is intended to gather insight from potential suppliers to help shape the procurement strategy, develop the service specification, and determine the most appropriate commercial and contractual approach. Feedback will be used to ensure the future procurement is realistic, deliverable, competitive, and aligned with current market capability and best practice. The outcome of this PME may result in amendments to the final Procurement Strategy prior to the Invitation to Tender (ITT) being issued.

### Planning Information

The purpose of this PME is to support the development of the future ITT by:
• Understanding supplier capability, capacity, and experience in delivering AdBlue within a safety-critical rail environment
• Assessing supply chain resilience, contingency planning, geographic coverage, and risk mitigation arrangements
• Exploring opportunities for SME participation, either as prime contractors or through subcontracting and collaborative models
• Identifying telemetry, monitoring, and stock management solutions to support visibility, forecasting, and performance reporting
• Understanding sustainability opportunities, including low-carbon logistics, waste reduction, and environmentally responsible packaging
• Gaining insight into commercial and pricing models, including bulk supply, managed service options, indexation, and cost drivers
Suppliers will be invited to review PME documentation and provide responses to a set of market-focused questions. EMR will review all feedback received and use this information to refine the scope, service requirements, commercial structure, and evaluation methodology for the future procurement.
Participation in this PME does not guarantee inclusion in the subsequent procurement process and is not a precondition for bidding.
Feedback from the PME will be analysed and used to inform the final ITT documentation. Once finalised, the opportunity will be formally advertised and competed via Find a Tender, in accordance with the Procurement Act 2023 and applicable transparency requirements.
Expressions of Interest in the PME will be managed through EMR's WAX procurement portal. Interested parties will need to be registered on WAX to access the PME documentation and submit their responses.https://eastmidlandsrailway.medius-s2c.com/S2C/DisplayModules/TradeModules/Negotiations/Opportunities/ViewOpportunityEvent.aspx?EventID=2288&Culture=en-GB
