## Summary

The Improvement and Development Agency for Local Government (IDeA) is inviting bids for the design, development, and refinement of Situational Judgement Test (SJT) content for its graduate recruitment programmes. This procurement process is at the 'tender' stage and involves the creation of assessment centre services for recruitment. Located in London, UK, the initiative focuses primarily on services within the educational sector. The total estimated contract value is £97,500, with submissions required electronically by the deadline of 1st June 2026. The successful bidder will commence their contract on 15th June 2026, which may last until 15th June 2027, with an option for a one-year extension.

This tender presents a substantial opportunity for businesses involved in designing educational assessments and recruitment tools. With a focus on quality (70% weighting in the evaluation criteria), companies with strong expertise in developing competency-based assessments and analytics will find a valuable market. The project is particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs), given the IDeA's open competition procurement method and suitability indicators. This venture not only offers financial gain but also enhances the business's credibility in the education sector, thus promoting further growth and development.

## Notice

As part of the LGA's three graduate programmes, Impact: The Local Government Graduate Programme, Impact: Finance and Pathways to Planning, the LGA wishes to receive bids from individuals, organisations or sole traders to design, develop, pilot and refine Situational Judgement Test (SJT) content, for use at the initial sift stage of our graduate recruitment programmes. The successful supplier will develop a bank of SJT questions and responses aligned to each programme's competency framework (see Appendix 11). The bank of questions must cover each programmes competencies equally, grounded in realistic role demands and use a format that minimises unnecessary ambiguity and cognitive load. This will include initial design, piloting with an appropriate sample group, analysis of outcomes and refinement of the SJT content as required, with the explicit aim of ensuring the assessment is robust, accessible and minimises adverse impact.
