## Summary

The Old Oak and Park Royal Development Corporation (OPDC) has initiated a tender process to appoint a Private Sector Partner (PSP) for the comprehensive regeneration of Old Oak, a major project located in West London. The procurement, with an estimated gross development value of £12 billion, aims to transform 31 hectares of brownfield land into a new urban district with approximately 8,000 homes and substantial commercial and community space. The procurement is at the tender stage, and the deadline for initial tender submissions is 21 July 2026. The process will be conducted through a competitive flexible procedure, leveraging OPDC's long-term vision for the development. The associated documents and further information can be accessed via the SAP Ariba procurement portal.

This tender represents a significant opportunity for businesses in the construction and real estate sectors to engage in a major ongoing project, ensuring a steady flow of work for up to 30 years, depending on the extension of the initial contract periods. Companies with a strong track record in large-scale urban development, partnership and collaboration, and delivering social and economic value would be well-positioned to compete. The project's scope and the emphasis on mixed-use development could also provide lucrative opportunities for specialists in infrastructure development and urban planning to contribute their expertise in creating a new community hub in a strategic location in London.

## Notice

This notice is to inform the market of a procurement process to appoint a Private Sector Partner ("PSP") to support Old Oak and Park Royal Development Corporation ("OPDC") to deliver the comprehensive regeneration at Old Oak. OPDC proposes to work with the PSP through a long-term Joint Venture ("JV") which will oversee and manage the delivery of the mixed-use development throughout its lifecycle in accordance with the vision and strategic objectives for Old Oak. Old Oak comprises around 31 hectares of brownfield land. The regeneration of Old Oak is expected to deliver approximately 8,000 homes, including affordable housing, alongside up to 200,000 sq m of commercial and community space, the creation of a new canal-side neighbourhood and a major town centre, and new community facilities, parks, and open spaces. Anchored by the new Old Oak Common station where High Speed 2, the Elizabeth line, the Great Western Mainline and Heathrow Express all intersect, Old Oak will become a major new gateway between London and the rest of the country, presenting a unique opportunity to deliver a new urban district in West London. More information about the opportunity is set out in the associated tender documents, including the Memorandum of Information which can be accessed via the SAP Ariba procurement portal, instructions for access can be found below. Associated tender documents, including the Memorandum of Information and Procurement Specific Questionnaire (PSQ) are being provided at the same time as this tender notice via the SAP Ariba procurement portal.
