## Summary

Walsall Council has completed a procurement process for the "W5031 Family Help Mentoring & Advocacy Programme for Children, Young People and Parents/Carers in the Borough of Walsall." The procurement was in the services industry category and sought to implement reforms in family help and child protection across Walsall's four localities. The procurement method was direct and below threshold without competition, falling under a light-touch regime. The tendering process culminated in an award on 18th May 2026, and the contract was signed on 11th May 2026. Service delivery is expected to begin on 1st June 2026 and last until 31st May 2027, with an optional renewal for an additional 12 months. The total contract value is set at £720,000 gross.

This procurement offers a substantial opportunity for growth, particularly for community-focused businesses that can provide social work and related services. The initiative is particularly beneficial for organisations with expertise in advocacy and mentoring programmes aimed at families and young people. Given that the procurement method excluded competition, this underscores the council’s trust in the selected suppliers' abilities. Businesses similar in profile to T.P. RILEY COMMUNITY ASSOCIATION, MANOR FARM COMMUNITY ASSOCIATION, THE REFUGEE AND MIGRANT CENTRE LIMITED, and THE MINDKIND PROJECTS CIC—companies with strong ties to community service, social work, and personal services—would find opportunities like these advantageous for expanding their footprint within the public sector. This contract aligns with engaging with local multi-agency safeguarding arrangements and family networks, positioning it as a cornerstone for entities keen to make impactful contributions in community settings.
