## Summary

The College of Policing Limited has announced a planned tender for the "Provision of Data Warehouse," which falls under the services category. This public procurement process, earmarked with an estimated value of £500,000, is aimed at developing an integrated data warehouse. The project seeks to consolidate various databases to enhance reporting, data quality, and strategic decision-making. The procurement process follows an open and competitive flexible procedure, characterised by an accelerated timeline with features including a pre-qualification questionnaire, tender, presentation, and award stages. Interested parties should note the enquiry period ending on 3rd July 2026, and the tender submission deadline is set for 7th August 2026, with final awards expected by 31st August 2026. The project is located in the United Kingdom, specifically in Coventry, and the anticipated contract period spans from 1st October 2026 to 3rd September 2027.

This tender presents significant opportunities for businesses experienced in software development, particularly those specialising in database and operating software development services. Companies that can provide solutions concerning compliance software, platform interconnectivity, statistical software, and IT software packages will find this procurement viable for growth. By successfully competing for this contract, businesses can enhance their portfolios through participation in a high-profile government initiative aimed at streamlining data management and improving operational efficiencies for policing stakeholders. Suitable vendors with a track record of delivering comprehensive software implementation and support services should consider leveraging this opportunity to establish or solidify their presence in the public sector. The project additionally offers the flexibility of an option for future enhancements, ensuring continued collaboration opportunities post-implementation.

## Notice

The College needs a consolidated and standardised data warehouse to improve reporting, data quality, and strategic decision making. Current data sits across College Learn and LTM/Access Point systems, creating fragmented insights, manual processes, and inconsistent reporting. It is also currently not possible to provide a contemporaneous data service to policing to consume their data. The project supports a wider organisational goal to improve governance, reduce manual effort, and provide reliable insight to policing stakeholders, senior leaders, and internal analysts. The contract will comprise of 3 stages - Discovery, Design, Build and implantation. The platform must: * Integrate College Learn and LTM/AP data into a unified data model, with the ability to interface with the Income Tool. * Define subject areas (organisations, learners, courses, products, locations, financial attributes). * Establish MDM for core entities. * Produce business validated definitions, rules, and measures. * Apply quality rules covering completeness, consistency, timeliness, and validity. * Retain an agreed period of historical data. It is expected that this work will be completed by the end of March 2026.
