## Summary

Sheffield City Council has completed the procurement process for the "Hospital Discharge and Peer Mentoring Service," focusing on the health and social work services category. The procurement aimed to reduce unplanned hospital admissions due to alcohol misuse and support recovery through peer mentoring and professional guidance. The successful bidder is Waythrough, and the contract period extends from 1st October 2026 to 31st March 2029, with the potential for a 12-month extension. The procurement followed an open procedure under the light-touch regime, with a total contract value of £655,000, and the related services will be delivered in the region of UKE32, United Kingdom. The award stage concluded on 22nd July 2026, with the contract set to be signed by 28th August 2026.

This contract presents significant growth opportunities for businesses in the healthcare and social support sectors, particularly those with experience in structured treatment programmes and community engagement. Companies like Waythrough, a large scale organisation, have demonstrated the capacity to provide extensive support services in compliance with public sector requirements. Furthermore, SMEs with specialised focus on community health projects and organisations dedicated to social value initiatives may find similar opportunities in future tenders. The emphasis on reducing alcohol-related hospital admissions through peer and professional support underscores the importance of partnerships with community organisations and tailored intervention strategies, providing a platform for innovative service delivery and wider business expansion in the healthcare domain.

## Notice

The Hospital Discharge and Peer Mentoring service will work closely with key partners to reduce the likelihood of individuals being re-admitted into hospital within 30 days and offer support, both professionally and peer-led, to individuals who have been admitted to hospital with alcohol misuse related problems and to ensure that individuals with a treatment need enter structured pharmacological or talking therapy treatment. Sheffield City Council expects that the successful provider will: * Reduce the number of unplanned inpatient alcohol related admissions for those who have frequent admissions to Sheffield Teaching Hospitals (STH). * Reduce the number of incidences of relapse and readmission within 30 days of discharge for this cohort. * Offer transitional support (professional and peer) to individuals who have been admitted to hospital with alcohol misuse related problems. * Support this cohort to engage in alcohol treatment and recovery services to start and maintain their recovery by building resilience and recovery capital. * Raise awareness and change attitudes about alcohol use, influencing community norms about the use of alcohol. * Develop strong partnerships working with other relevant services offering alcohol support and treatment to support this cohort. * Actively champion a thriving recovery community within the city. * Engage with local communities in public spaces and at events, with the goal of conducting brief interventions to provide information on safe drinking limits and signpost and refer people to support/treatment services. * Provide opportunities for paid employment for those in recovery. * Provide a safe space for this cohort to present and receive support, taking into consideration the potential for certain spaces being intimidating for this cohort of people. * Utilise outreach in the community to engage with service users.
