## Summary

Network Rail Infrastructure Limited is currently in the planning stage of a public procurement process titled "Provision of Behavioural Safety for Southern Region," focusing on safety training services within the infrastructure sector. The process includes pre-market engagement for enhancing behavioural safety, leadership, and productivity across the Kent, Sussex, and Wessex routes. The tender aims to establish a framework agreement with an initial 3-year term, potentially extending to a total of 5 years, valued at up to £3.6M. This initiative, set to start on 1st October 2026, will serve Network Rail, High Speed Limited, and related entities. It offers significant opportunities for businesses adept in safety and training services to embed a culture of safety, reduce incidents, and comply with industry standards. Key milestones in this process include a pre-market engagement stage concluded on 2nd April 2026, and an expression of interest stage on 28th April 2026. The framework is above the procurement threshold and employs techniques like framework agreements to manage suitable suppliers.

The opportunities presented by this tender are particularly beneficial for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) possessing expertise in behavioural safety and training services. Businesses with a solid track record in enhancing workplace safety practices, leadership, and productivity could leverage this contract to expand within the public infrastructure domain. Participating companies will have the chance to deliver on-site, real-time coaching focusing on behavioural safety and leadership, directly impacting performance across the Southern Region rail routes. This contract promises long-term growth prospects for businesses that can demonstrate innovative and effective approaches to safety training.
