## Notice

The Moorfoot Catalyst site is one of the identified priority areas which is situated in a distinctive gateway location into the city centre, inside the ring road (St Mary's Gate) and to the south of The Moor and Fitzwilliam Gate, bookending Sheffield's primary retail core. The area has been identified by Sheffield City Council (SCC) and Homes England for a major residential-led mixed use regeneration project. The scope of the proposed procurement opportunity includes the former Wickes (Plot 1) and the Moorfoot building, associated public realm and Moor Retail (Plot 2) as part of a first phase of development ('Phase 1'). Homes England wishes to reserve the option to extend the procurement to include further plots within the Catalyst Site yet to be assembled. This notice references an estimated value of PS300m (exclusive of VAT) this is deemed to be the higher end of the estimated Gross Development Value (GDV) of Phase 1 at this stage. This value is an indicative GDV and is subject to change. As no VAT treatment has been established both inclusive and exclusive VAT figures are the same. Any dates provided within this PME notice are estimates only and are subject to change. Please note, this procurement will be led by Homes England and SCC will be consulted throughout the process.

The purpose of this notice is to make available a pre-market consultation questionnaire to understand the level of interest within the market for this procurement. The questionnaire does not form part of a formal procurement process and Homes England reserves the right to decide whether to proceed with any tendering procedures in relation to the project.
Responses to this Pre-Market Engagement exercise will not be evaluated and will not be assessed or reviewed in any subsequent procurement or tender exercise.
Potential bidders who have not participated in this exercise, or whose participation has been limited (e.g. who have submitted a partially completed questionnaire) will not be disadvantaged in any way in any subsequent procurement or tender exercise.
The deadline for your completed questionnaire is 1pm on Friday 19th June 2026.
Interested parties are invited to submit their questionnaire responses either via Pro-Contract or by email to Sheffield.Moorfoot@cushwake.com. 
You do not need to submit the questionnaire via both routes. All responses submitted by email will be reviewed in the same way and at the same time as responses submitted via ProContract. The purposes of providing two submission routes is to allow ease of submission to interested parties. 
All information provided is to be relied upon for the PME stage only and is subject to change prior to the Tender being issued.
It is currently proposed that the tender notice will be issued in August 2026, however, this date is subject to change. If this date is amended we will contact all parties that submit a PME response to let them know.
