## Summary

National Highways Limited is currently in the planning stage for the procurement process regarding the "Historical Railways Estate - Examinations Contracts." This tender, primarily categorised under architectural, construction, engineering, and inspection services, involves maintaining, examining, and repairing structures within the Historical Railways Estate across England, Scotland, and Wales. The planned contract period is from 1st April 2028 until 31st March 2035, with a potential extension until 2038. Businesses interested should note the communication of a future notice date scheduled for 15th March 2027, to keep track of further details or amendments. National Highways, located in Birmingham, serves as the central government authority orchestrating this tender.

This tender opportunity presents significant growth potential for businesses specialising in architectural and engineering services. With a gross contract value estimated at £30 million, it represents a lucrative opportunity for entities experienced in structural examinations, compliance with habitat and species conservation regulations, and emergency repairs such as bridge strikes. Small and medium-sized enterprises (SMEs) may find this particularly attractive due to the suitability provision. Companies with a strong presence in the UK, capable of responding swiftly to emergency callouts and conducting comprehensive inspections, would be well-suited to compete in this procurement process.

## Notice

Replacement contracts for the existing Historical Railways Estate Examinations contracts which expire in March 2028. The Historical Railways Estate (HRE) is a collection of over 3,100 structures and assets which were once part of Britain's rail network, with many structures that are over 100 years old. These structures reside within England, Scotland & Wales. Once managed by BRB (Residuary) Limited, which was dissolved in 2013, National Highways has been responsible for looking after these structures on behalf of the Department for Transport (DfT) since September 2013. The Estate is made up of a wide variety of structures and other assets that National Highways is required to maintain and make safe, so the work generally involves repairs, strengthening, restoration and cyclical maintenance/surveys/inspections. National Highways cannot provide these services in-house and therefore is required to outsource these activities to compliant suppliers. Further Details relating to HRE is available on the National Highways website: https://nationalhighways.co.uk/our-work/historical-railways-estate/about-the-hre/ Scope requirements: Visual & Detailed examinations of structures. Compliance with Conservation of Habitats and Species Regulations 2010 Emergency Callouts for incidences such as: - Bridge strikes - Parapet damage - Trespass fence repair - Reports from Local Authority of potentially unsafe structures - Bridge markings - Monitoring of defects
