This project focuses on the implementation of EV charging solutions at approximately 40 pre-selected off-highway sites, including surface and multi-storey car parks, public parks, and leisure centres. The Council's objective is to provide an initial installation of approximately 180+ chargers (based on anticipated bay allocations) to support residents, local businesses, and the transition of the Council's own vehicle fleet, thereby facilitating a borough-wide reduction in carbon emissions. The Council requires a partner for the full life cycle delivery and management of this infrastructure under a concession contract model, which will involve a shared ownership and funding approach. The council recognises an opportunity to work with a partner to raise income and optimising this is built into the evaluation criteria. The selected contractor will be responsible for the entire EV delivery process, including feasibility and detailed design, supply and installation, and 24/7 back-office operation and support of the charging network.
