## Summary

The procurement process involves the Birmingham Women's and Children's NHS Foundation Trust, acting as the buying organisation, for the award titled "Tier 4 Inpatient Urgent Award". This procurement falls under the services category in the healthcare industry, specifically concerning psychiatric hospital services. The location for the contract is Newcastle upon Tyne, at St. Nicholas Hospital. The procurement is at the award stage with the contract having been signed on 6th March 2026. The procurement method was limited due to extreme urgency, allowing for an award procedure without prior publication of a call for competition. This decision was influenced by unforeseeable events requiring swift action for the placement in a Tier 4 inpatient unit.

This tender provides substantial opportunities for business growth, especially for organisations that specialise in psychiatric healthcare services and have the capacity to respond swiftly to urgent needs. Large healthcare providers with experience in managing complicated, urgent cases are particularly well-suited for this type of contract. The collaboration and subcontracting initiated by the West Midlands CAMHS Provider Collaborative and Toucan highlight the demand for rapid assistance and coordination, making it an attractive prospect for entities looking to expand their footprint in high-demand healthcare provisions. Businesses aiming to strengthen their partnerships within the NHS framework may find this contract particularly beneficial.

### Procurement Information

The young person is a looked after child from the West Midlands area and, therefore, the responsibility for the gatekeeping decision sat with the West Midlands CAMHS Provider Collaborative (Toucan). However, as the young person had been placed in Carlisle and subsequently presented in crisis to the Section 136 Suite within Cumbria, Northumberland, Tyne and Wear NHS Foundation Trust (CNTW), initial contact was made with the Central Referral Coordination Hub, Toucan. During these discussions, it was clearly communicated that the responsibility for undertaking the gatekeeping assessment rested with the West Midlands Collaborative. Following detailed clinical discussions and a review of the available clinical information, a decision was made by the Child and Adolescent Consultant Psychiatrist, Toucan not to admit the young person to a Tier 4 inpatient psychiatric unit at that time. This decision was communicated to CNTW clinical bed managers and relevant colleagues. However, four days later, Toucan received notification from Cumbria that the young person had subsequently been admitted to Ferndene General Adolescent Unit (GAU) within the North East. This admission occurred due to the Section 136 period coming to an end and there being no identified discharge destination available for the young person.
