## Summary

The procurement process for the Lancashire and South Cumbria Shared Care Record (SCR) Service has been completed by the NHS Lancashire and South Cumbria Integrated Care Board, a public authority within the sub-central government. This direct award contract was initiated due to urgency and resource constraints, impacting the board's ability to follow standard competitive procedures. The contract starts on 21st May 2026 and ends on 31st March 2027, with an annual value of £1,262,000, exclusive of VAT. The service is crucial for healthcare delivery continuity in Lancashire and South Cumbria, encompassing the supply of goods related to software packages and information systems. The service's critical nature necessitated an agreement to cover essential service continuity from 1st April 2026, with plans for future compliant tender opportunities.

This procurement presents significant opportunities for business growth within the technology and healthcare sectors, particularly for companies specialising in software and information systems. The contract has been awarded to 2T Solutions Ltd, a small to medium-sized enterprise, highlighting that SMEs demonstrating expertise in developing integrated care systems can competently meet such requirements. Furthermore, the emergency nature of this procurement suggests there may be future opportunities for extended services or related tenders as the board works towards stabilising resources. Businesses capable of delivering robust, scalable solutions in a swiftly changing healthcare environment should explore similar tenders to leverage their expertise and expand their market presence.

### Procurement Information

The justification is that the ICB cannot comply with the timescales required for a competitive tendering procedure either via an open procedure or via a competition via a framework agreement to award a new contract due to the reorganisation of the ICB and subsequent loss of significant resources. The urgency of this award is a result of the national reform of ICBs which has stalled longer term commissioning plans and has significantly impacted on resources. There is a requirement for this service to continue as the shared care record service is a critical asset for the organisations across the L&SC system. This is a 12 month award to respond to the urgency of the situation, and to allow the timescales to plan for any future contract awards via a compliant tender route which may include the use of a third party framework.
