## Summary

Wirral Council is currently in the tender stage for its "Delivery and Management Partner - National Construction Framework" project, set to be a groundbreaking opportunity within the UK construction services industry. The Council is looking to establish the framework by September 2026, with tender submissions closing by 14 July 2026. Located in Wallasey, under postal code CH44 8ED, the Council seeks a partner under an open procedure compliant with the Procurement Act 2023. The contract is estimated to span 10 years, with a possible extension of up to 24 months, and its total value is projected between £120 million and £160 million, excluding VAT. This assignment involves general, financial, marketing, and procurement consultancy services, making it ideal for firms experienced in these sectors.

Businesses specialising in management consultancy and construction frameworks have a substantial opportunity to expand by partnering with Wirral Council to establish this national framework. The initiative requires a Delivery Partner that can bring resourcefulness and strategic expertise, especially in business planning, marketing, and framework management, areas that hold significant evaluation weight. SMEs and organisations within the voluntary and community sector are encouraged to engage, ensuring a diversity of perspectives and innovative solutions. The framework aims to provide a lucrative platform for the successful partner to manage commercial offerings and generate income whilst contributing to social value and fulfilling public sector contracting needs.
