NHS South East London Integrated Care Board (SEL ICB) is seeking to commission a Neighbourhood Homeless Health Hub Service for the London Borough of Bromley. This service builds on the successful three-year Homeless Health Project partnership between Bromley GP Alliance (BGPA) and Bromley Homeless Charity. The service aims to provide trauma-informed, integrated, and accessible healthcare for people experiencing homelessness (PEH), addressing significant health inequalities and barriers to accessing care. The service will operate through a hub-and-spoke model, delivering drop-in clinics, extended appointments, and targeted outreach services. It will support urgent and routine primary care, long-term condition management, mental health support, safeguarding, and referrals into wider health, housing, and social care pathways. The key objectives of the service are to: -Deliver trauma-informed care within safe, inclusive, and non-judgemental environments. -Reduce avoidable A&E attendances, unplanned admissions, and hospital readmissions. -Improve access to primary care, prevention, and management of long-term conditions. -Strengthen integration across primary care, local authority, mental health, voluntary sector, and acute services. -Develop a sustainable and replicable neighbourhood model for reducing health inequalities experienced by people experiencing homelessness.

The notice relates to homeless healthcare services. The service is an existing service and will be provided by an existing provider. This notice is an intention to award a contract under the Most Suitable Provider (MSP) process in accordance with The Health Care Services (Provider Selection Regime) Regulations 2023, Regulation 10. The lifetime value of the contract is PS507,000 (PS162,000 per annum in Year 1, increasing annually to PS176,000 by Year 3). The contract term will be 3 years. The contract will commence on 1 June 2026 and expire on 31 May 2029. Additional information: The total contract value is PS507,000 over a 3-year term (PS162,000 in Year 1, increasing annually to PS176,000 by Year 3). The service includes delivery of primary care, outreach and engagement, care coordination, and partnership working to address the health needs of individuals experiencing homelessness. The relevant decision to select the provider was made by the Bromley Contracts and Procurement Committee on 18 May 2026. The Authority assessed one provider as part of the Most Suitable Provider (MSP) process. This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The Authority is applying the Most Suitable Provider (MSP) process (Regulation 10). The service is an existing service and will be delivered by the incumbent provider to ensure continuity of care and minimise disruption to a vulnerable cohort. The publication of this notice marks the start of the standstill period, commencing on Friday 22nd May 2026 and ending at 23:59 on Wednesday 3rd June 2026. Representations by providers must be submitted by 23:59 on Wednesday 3rd June 2026 to hub.psrrepresentation@nhs.net and will be considered by the decision makers. The decision makers are the Bromley Contracts and Procurement Committee. The relevant decision to select the provider was made on 18 May 2026. The Authority assessed one provider as part of the process and is satisfied that the provider meets the requirements of the service and offers best value in terms of quality, continuity, and integration. The following key criteria were applied in the assessment, each weighted equally at 20%: Quality and Innovation Value Integration, Collaboration and Service Sustainability Improving Access, Reducing Health Inequalities and Facilitating Choice Social Value All criteria were considered of equal importance.
