## Summary

Surrey County Council has undertaken a procurement process related to the IT and Data services required for establishing two new unitary authorities in Surrey by 1 April 2027. The contract, titled "Surrey LGR IT and Data Delivery Partner," falls under the services industry category and was completed with key milestones, including signing the contract on 20 March 2026, and its execution concluded by 15 May 2026. The project was part of a larger programme initiated due to a UK Government decision to restructure local governance. The procurement process was managed through limited competition due to its below-threshold nature, and it has reached the award stage with KPMG LLP as the successful supplier. Surrey County Council, based in Reigate, served as the contracting authority.

This procurement presents significant opportunities for businesses specialising in information systems and technology strategic review and planning services, as it involves crucial organisational and technical planning and delivery. Companies with expertise in IT and Data management, particularly those familiar with public authority requirements, stand to benefit from involvement in similar projects. While KPMG LLP secured the current contract, other businesses capable of offering strategic insights and digital transformation support can look to future opportunities in this evolving landscape of public sector IT needs. Such contracts not only drive economic growth but also enable businesses to establish themselves as key service providers to governmental entities.

## Notice

Following the UK Government's decision to restructure local governance and establish two new unitary authorities, the D&LGR programme was initiated to ensure a smooth and compliant transition of systems and services. The creation of new unitary authorities in Surrey by Vesting Day (1 April 2027) requires significant organisational and technical planning to ensure uninterrupted IT&D and Data service delivery and full legal compliance from Day One. As part of the integrated programme governance approach across the 12 Councils in Surrey, an IT and Data workstream has been stood up and will be responsible for ensuring safe and legal IT&D and Data services are available to each unitary authority. A discovery phase was initiated to understand the current IT & Digital and data landscape across Surrey authorities and identify critical dependencies, risks, and requirements for the transition to two new unitary authorities.
