## Notice

The Greater London Authority (GLA) is preparing to procure Specialist Immigration Advice Services (SIAS). This commissioning process presents a vital opportunity to reshape the future of rough sleeping services to achieve the Mayor's Rough Sleeping Plan of Action (https://www.london.gov.uk/programmes-strategies/housing-and-land/mayors-priorities-londons-housing-and-land/homelessness/services-people-experiencing-homelessness-including-sleeping-rough/mayors-rough-sleeping-plan-action) with the ambitious goal of ending rough sleeping in London by 2030. We are seeking to transform service delivery models to enable rough sleeping prevention alongside targeted and sustainable routes off the streets. The Specialist Immigration Advice Services will provide specialist immigration advice for single adults sleeping rough, and those at risk of rough sleeping, who need support to clarify and/or regularise their immigration status so they can in turn prevent or end their rough sleeping. The services will support 4 or 5 of the London Sub-regions - to be determined - and will form an essential element of London's preventative and responsive rough sleeping support system for homeless single migrants. The dates are indicative at this stage, with the intention being for the contract to commence between April and July 2027.

### Planning Information

A Preliminary Market Engagement Questionnaire will be open to engage all relevant organisations, including prospective referring agencies and suppliers of Specialist Immigration Advice Services (SIAS) and seek their input on: 
• Contract structures to enable practical and flexible delivery and demonstrate value for money. 
• Service innovations including specific interventions and revised delivery models to improve outcomes. 
• Challenges and opportunities within the operating environment to achieve high performing services and maximise efficiencies. 
• Pricing model options, including approaches to incorporating Legal Aid to support sustainable and effective delivery.

The first section of the questionnaire is open to all relevant organisations and it will gather broad feedback on how similar currently grant funded services are working and help inform the design of the future procured service model, ensuring it meets the needs of both clients and the wider support system. 
For those respondents that indicate an interest in bidding, a second section of the questionnaire will open which will focus on supplier specific issues, including potential enablers and barriers to commissioning and delivery. 
Please note that the values indicated in this notice reflect the provisional total value of all possible lots for up to 6 years, including potential use of options in the contracts for up to 50% of the core value. For the annual value please see the prospectus.
