## Summary

Ards and North Down Borough Council is currently in the planning stage of a public procurement process titled "ANDBC Preliminary Market Engagement for City/Town Centre Market Provision". This undertaking focuses on services within the retail trade and community services sectors, specifically aimed at shaping future market provisions in Newtownards and Bangor. The initiative is part of a transparent preliminary market engagement process where experienced suppliers are invited to contribute insights via a supplier questionnaire. The deadline for submitting responses is the 18th of June, 2026. This initiative provides an opportunity to shape upcoming procurement documentation though it is not a formal procurement process yet.

This market engagement exercise offers a strategic opportunity for businesses specialising in retail trade services, community service provision, and management-related services. Participation in the engagement process could facilitate business growth, as it allows suppliers to influence the council's understanding of current marketplace capabilities and innovations. Businesses with innovative delivery models or unique management strategies that align with the objectives of the Ards and North Down Borough Council would be well-suited to compete in this future procurement process. Engaging in this early stage could position businesses favourably for future formal tenders once the market dynamics and requirements are fully scoped and developed.

## Notice

Ards and North Down Borough Council is preparing to undertake a transparent and informed preliminary market engagement exercise to seek feedback and insight from experienced suppliers to help shape the future of our market provision in Newtownards and Bangor. This market engagement will take the form of a supplier questionnaire. Responses will help the Council gain a clearer understanding of the capability, innovation and delivery models available in the marketplace and will inform the development of future procurement documentation. The information provided in the completed questionnaire will NOT be appraised in any future tender evaluation exercise. Please note that participation or non-participation in this preliminary market engagement exercise shall not prevent any supplier from participating in any potential procurement process, nor is it intended that any information supplied shall place any supplier at an advantage or disadvantage in any forthcoming procurement process. For the avoidance of doubt, this is the scoping phase of the project and is not part of a formal procurement process. Suppliers who wish to participate in the market engagement exercise should complete the pre-market engagement (PME) questionnaire.
