## Notice

Flintshire County Council (The Authority) are looking to engage with the market in relation to cost effective, compliant and quality Material Treatment, Collection, Recycling, Recovery, and Disposal services. The Authority currently has a number of contracts in place for a range of waste treatment streams from a total of 5 Household Waste Recycling Centres (HWRC's), all of which are approaching their end date at various different points in the next 1-2 years, FCC are including reviewing opportunities to rationalise certain services currently delivered under separate contracts, where appropriate, in order to achieve best value for money, whilst ensuring that the Authority retains full control and oversight of recyclable materials, including specification requirements, material flows, and the required treatment, recovery, or disposal outcomes The Authority is looking to gain a better understanding of suppliers in the market and if they are able to manage either collection, handling, treatment, and appropriate recovery or disposal of multiple waste streams arising from the Authority's operations, ensuring compliance with all relevant environmental and regulatory requirements. Alternatively, providers may offer services focused on a single defined waste stream, delivering end-to-end processing from collection through to final treatment, recovery, or disposal in accordance with applicable standards and best practice The provision of treatment, recycling, recovery, and disposal services for a range of waste streams collected at Household Waste Recycling Centres (HWRCs) encompasses a fully integrated waste management solution covering the entire lifecycle of materials received at site. This includes the collection (where applicable), onward transport, sorting, processing, recovery, and final disposal of wastes in accordance with all relevant environmental legislation, statutory guidance, and duty of care requirements. The waste streams typically arising at HWRCs, are: Soil & Rubble Cardboard Wood Hard Plastic Carpets Clothing & Textiles Hazardous (Chem Safe) including paints & aerosols Mattresses, Oversized residual waste Asbestos Plasterboard Tyres Car Batteries Each stream must be directed to appropriately licensed facilities for treatment, with a strong emphasis on maximising reuse, recycling, and material recovery opportunities before any disposal routes are considered. Where transport services form part of the arrangement, the contractor(s)will be responsible for the safe and compliant movement of waste from designated HWRC sites to authorised transfer stations, treatment facilities, or end destinations. All logistics must be efficiently coordinated to minimise environmental impact, reduce haulage emissions where possible, and ensure continuity of service across all participating sites. Processing and treatment activities will include sorting, separation, shredding, compaction, bulking, and other pre-treatment operations necessary to optimise material recovery rates. The contractor(s) must ensure that all downstream facilities are appropriately permitted and operate in compliance with environmental permits and regulatory standards, including the Waste Framework Directive hierarchy, prioritising prevention, reuse, and recycling over recovery and disposal. A key requirement of the contract(s) will be the achievement of high recycling and recovery performance, supported by robust reporting, auditing, and data management systems. The contractor(s) will be expected to provide transparent evidence of waste flows, including accurate tonnage reporting, end destination tracking, and recycling/recovery rates. This will enable the authority to demonstrate compliance with statutory obligations and sustainability targets.

### Planning Information

Pre-market engagement (PME) will be undertaken using a blended approach designed to maximise supplier input and market intelligence. This includes initial expressions of interests from suppliers, a structured supplier questionnaire for soft market testing, and if required the Authority may undertake with one-to-one engagement with suppliers to gain a deeper understanding of specific areas. .
The purpose of the engagement questionnaire will be to test market appetite and capacity, and to understand how the supply base could respond to the anticipated requirements. In particular, feedback is sought on the sector’s ability to deliver sufficient capacity, including scalability under varying demand scenarios and resilience of supply chains. Suppliers are also invited to outline innovative treatment solutions, including new or emerging approaches that could improve outcomes, efficiency, or service user experience.
Pricing mechanisms will be discussed to assess market views on appropriate models, such as fixed pricing, activity-based payments, or blended structures, and to understand how different approaches might impact risk transfer, value for money, and deliverability.

In the first instance, suppliers are asked to express their interest in participating in the Pre-Market Engagement activities by emailing procurement@flintshire.gov.uk to request the PME Questionnaire. Suppliers must complete and return this questionnaire to the same email address by no later than 12:00 PM on Friday 12th June 2026.
